His recommendations include: $9 million in department expensw reductions, $4.2 million in furlough days, as well as usingb $6.7 million in reserves and balances. Some of the suggestef departmentreductions include: not adding  two ambulances, discontinuing yard wastew collections and cutting 50 to 70 part-time positions, accordingg to a list of recommendations released by the city. Residents would be able to take yard wasterto drop-off locations instead. All non-enterprise employees wouled also be required to take six furlough days in 2009 and 10 in  according tothe recommendations.
   Dohoney also presentes a “plan B” to address projected shortfalls in  which would include laying off an unspecified number of full-time city employees, addinbg that the administration will prepare a layoff plan for the 2010
