George Kinsler III, 55 and Sheneirisx Harris, 32, both of Pahokee, were arrested They are alleged to have take nabout $25,000 in hurricane relie f rental assistance payments. A federal complaint alleges that, betweem 2007 and 2009, Kinsler and Harris lived in a home ownecd by Kinsler and subsidized under a hurricande relief rentalassistance program, accordin g to a news release from the U.S. attorneyu for the Southern District of The program, which is managed by the West Palm Beach Housing Authority and funded by HUD, was set up to allow low-income families who suffered hurricane-related damage to receive rentalk assistance for two years.
To qualify, Harries was required to tell HUD who was livingb in the home and detail all incom received bythose individuals. Harris, however, did not tell HUD that Kinslet was livingwith her, and his incomew was not considered in determininf the amount of the according to the news release. who owned the property, submitted separate documentatiobto HUD, identifying himself as the landlord of the subsidized unit.

The industry group said the index for new and refinanced loans for the week ended May 29fell 16.2 percent. The resultx include an adjustment to account forMemorial Day. On an unadjusted basis, the index decreased 32.5 percenrt compared to the previous week andincreased 14.4 percenft compared to the same week a year ago. The refinancs share of mortgage activity decreasedto 62.4 percent of total applications from 69.3 percent the previoux week. For the first time in six years, there’ds been a real increase in the rate ofretail theft, accordinyg to a survey conducted by the with a fundinbg grant from . "This year, both the dollar loss and rate of loss increasede and the evidence shows that the economy and resulting cutbacks in staffing by retailers are creatinbg an opportunistic environment for both individual shoplifters and organizefdretail criminals," said U of F criminologist Richard Hollinger, who directed the survey. In the lowest rate of retail theft inthe 18-year history of the survey was reported at a rate of 1.44 percenr of overall retail sales. Last year, that rate rose to 1.
